Character manager and content creator error

Anyone else having issues with accessing the character manager and content creator? I get the following error at the top of the web page when I try to access the character manager.

A database error was encountered -> SQLSTATE[HY000] [2002] Connection refused

I get this error when trying to log into the content creator.

Failed to connect to MySQL: (2002) Connection refusedFailed to connect to MySQL: (2002) Connection refused

EDIT: I should also point out that characters in the app are not syncing either. And when I try to sync with online character manager, it tells me my password is incorrect.
