Character manager issue

I've had the app for a couple of weeks now and decided to pay and try the character manager. I got an error message (an unexpected error has occurred. Please try again later. [OR-RWE-03]). I got sent back to the main screen after. The main issue I have is that payment was taken twice and I have nothing to show for it. Please help
